The Minister of Agriculture and Fisheries is empowered to regulate by Decree: Importation and exportation of plants, plant products or parts of plants and their quarantine (art. 2); treatment of cultivation, disinfection of premises, means of transportation, etc. (art. 3); and the functioning of institutions which are charged with the carrying out of tasks as foreseen in article 3. The farmers who cultivate on commercial scale varieties of plants to be indicated by the Minister, shall report yearly on such cultivation in accordance with directives to be issued by the Minister by Decree (art. 3a). The remaining provisions deal with compensation of costs for reporting, measures of control and enforcement, and offences and penalties. Offences and penalties are prescribed by the Economic Offences Act (1950, K 258).
