Resumen

These regulations, of 19 Sections, establish conditions and make provisions for the regulation of noise in Israel. this document restricts various sources of noise in residential neighborhoods during afternoon hours and at night, prohibit the use of a siren or horn when unnecessary or the running of a vehicle without a muffler, prohibit the use of a loudspeaker or amplifier for advertising purposes in a residential area, and restrict noise caused by air conditioners and alarms. The regulations set a six-minute time restriction on the operation of security alarms. The sound levels generated by such alarms must not exceed 87 dB(A) in a residential area and 95 dB(A) in a non-residential area. Alarms that do not comply with the provisions set in the regulations must be shut off as soon as possible (within 30 minutes). If not shut off, a policemen or a person authorized by the Minister of the Environment may shut off the alarm. The duration of a car alarm must not exceed one minute or three cumulative minutes within a five-minute period. A 1992 amendment to the Abatement of Nuisances Law authorizes the police to take reasonable measures to shut off car alarms after 20 minutes.The regulations also prohibit the operation of air conditioners, compressors and the like in a manner which will cause noise which disturbs or is likely to disturb neighbors or cause unreasonable noise. Producers and importers of air conditions are required to mark the maximum sound level at various distances, outside the building, so that the sound level will not exceed the permissible sound level. Other provisions in the regulations relate to noise made by animals, measurement of sound levels, and noise generated in non-residential areas which creates a disturbance in a residential area.
