I/12D to agree to the following clarification of the definition of “industrial rationalization” in Article 1, paragraph 8 and Article 2, paragraphs 1 to 5 of the Protocol: “in interpreting the definition of industrial rationalization, it is not possible for one country to increase its production without a corresponding reduction of production in another country”.
