For purposes of this Treaty, a three-tiered joint administrative structure consisting of a Designated Authority, a Joint Commission and a Ministerial Council is established. The Designated Authority shall issue regulations to protect the marine environment in the Joint Petroleum Development Area. It shall establish a contingency plan for combating pollution from petroleum activities in that area.
