For this purpose, essential would be the installation of adequate standby equipment for use at times of breakdowns as well as the implementation of a comprehensive operation and maintenance program to include preventative maintenance measures. Taking into account that a permanent solution cannot be immediate, the Commission established qualitative and quantitative standards for the New River acceptable to both countries in the interim period until such permanent solution is achieved.
