Summary of provisions: The area to which the Agreement applies is defined in article 1. Parties undertake to co-operate and to consult one another with a view to, inter alia, implementing in a co-ordinated way the European framework Directive on water (art. 2). Principles guiding their co-operation are the precautionary, prevention, polluter-pays principles, and the principle of dealing with the environmental harm at source (art. 3). Parties further agree to, inter alia, protect and, where feasible, improve the quality of aquatic ecosystems, and inform one another in cases of accidental pollution or imminent flood. Institutional mechanisms: The International Commission for the Meuse is established to implement the Agreement (art. 4).
