Abstract

This Agreement extends and amends the Agreement signed between the Parties on 23 July 1985, as amended and extended. In article VII before the final sentence a phrase on fees is inserted. It concerns fees levied by the United States on fishing of anadromous species by vessels of the PRC. The amount of fee may rise if, in the judgement of the United States, vessels of the PRC are fishing at unacceptable levels or if the PRC does not take sufficient action on the conservation of United States fisheries resources. In Annex II, paragraph 1, names of ports are replaced, and in paragraph 3 a reference to the United States Coast Guard is modified. The original Agreement provides for the allocation of a portion of the total allowable catch of the United States to qualifying vessels of the PRC, access of vessels flying the flag of the PRC to the exclusive economic zone of the United States and the control over fishing operations and conduct of Chinese vessels and enforcement of United States fishing laws and regulations.
