Summary of provisions: The Commission is established within the framework of the Food and Agriculture Organisation (FAO), and its object is to promote national and international action with respect to promote national and international action with respect to preventive and control measures against foot-and-mouth disease in Europe. Members undertake, inter alia, to control foot-and-mouth disease with a view to its ultimate eradication by the institution of suitable quarantine and sanitary measures and by one or more of the methods set out in art. II. The Commission's general functions include entering into arrangements, through the Director-General of the FAO, with the International Office of Epizootics, ensuring that, inter alia, all Members are provided with technical advice on any problem relating to the control of foot-and-mouth disease (art. IV). The Commission's special functions are, e.g., to assist in the prevention and control of outbreaks in emergency situations, and take suitable action in, inter alia, the storage of antigen and/or vaccines (art. V). Institutional mechanisms: The European Commission for the Control of Foot-and-Mouth Disease is established. It is constituted of an Executive Committee (art. X) and a Secretariat (art. III). The Commission may establish temporary, special or standing committees to study and report on matters pertaining to the purpose of the Commission (art. VII).
