Abstract

The Agreement concerns the establishment of the Trilateral Commission for the Development of the Riverbed Rio Pilcomayo. The Commission shall inter alia: (1) promote the rational exploitation of the river resources; (2) prepare and implement the River Integrated Management General Programme; (3) assess the environmental impact of projects and works to be carried out in the region concerned; (4) promote the rational exploitation of hydraulic energy; (5) regulate the discharge of hazardous substances; (6) assess on a regular basis the quality of water; (7) regulate commercial and sports fishing; (8) promote the utilization of new irrigation systems; (9) establish areas for the protection of wildlife; and (10) identify streams suitable for navigation. Further provisions concerns among other matters the legal status of the Commission, financial measures and the settlement of disputes. (Source FAO)
