Abstract

This comment first outlines the principal features of the paradigm of environmental regulation that has developed in the United States during the past twenty-five years, and explains why it is failing to provide efficient and cost-effective environmental protection. The comment then outlines a number of methods for transforming the current paradigm in order to develop a system of environmental law suitable for the challenge of the coming century, and discusses the potential international implications of such a transformation
