Keyword Policy/planning International relations/cooperation Abstract This paper discusses the changes that have taken place in environmental regulation over the past 20 years, focussing on the moves towards recognition of the connection between environmental and developmental policies, and the interdependence of global ecosystems and economies. Recent developments in International Environmental Law are discussed, in particular the impact of the instruments generated through the UN Conference on Environment and Development. The new orthodoxy of sustainable development is then considered, with emphasis placed on the possibilities of implementation. The role of regional organisation is discussed, as well as the role of existing and future international institutions. The paper concludes with a discussion of the draft International Covenant on Environment and Development, and some practical implications of globalisation for relevant United Nations organisations.
