Abstract

Requiring upgraded technologies to prevent or control pollution, Congress added NSR to the Clean Air Act in 1977 as a critical driver of the nation's air quality program. But it is not working as intended. Our two-year study has concluded that NSR needs to be strengthened by ending grandfathering of old plants within 10 years, vigorously enforcing NSR's permitting requirements for existing facilities, and adopting a more flexible, performance-based system that requires deeper emission reductions
