Abstract

This article presents a discussion of the EPA regulations, problems associated with the regulations, and proposed solutions to those problems. Specifically, the author analyses the interface between the operating permit programm and the air toxics program, the issue of operational flexibility, and programs that limit a source's potential to emit so the source can avoid the title V program.
