Abstract

Title V of the Federal Clean Air Act (CAA) is predicated on the expectation that States will administer operating permit programs for all stationary sources of air pollutantt emissions, subject to certain minimum federal criteria This article analyzes EPA's Title V operating permits regualtions and their operational flexibility provisions, and discusses EPA's likely revisions.
