Abstract

This comment examines the effect of appropriation 'rider' provisions on forest management decisions, arguing that by precluding independent judicial review, the riders compromise noneconomic forest resource uses because agencies can violate statutory requirements with impunity. The author concludes that the very nature of the environmental problems mandates a role for the courts in the environmental decision making process
