Abstract

The scope of the Commonwealth EIA process has been significantly restricted by political accords between the Commonwealth and the States. After reviewing the history and effect of these arrangements, the proposals contained in the recent Commonwealth EIA Review are examined. Finally, a three-stage process is recommended to determine when proposals should be made subject to Commonwealth EIA procedures.
