Abstract

Despite the best of intentions, environmental policy and energy policy were separated by birth, and thus seldom support each other and often conflict. U.S. commitments to reduce greenhouse emissions under the Kyoto Protocol present not only a challenge but a new opportunity to do environmental law the right way.
