It establishes the Disaster Management Committee, the Disaster Management Unit, and the County Disaster Management Fund, defines functions and powers of the Committee and the Unit, and provides with respect to the administration of the Fund. The objects of this Act are to — (a) establish an efficient structure for the management of disasters; (b) enhance the capacity of the county government and other County stakeholders to effectively manage the impacts of disasters and emergencies and to take all necessary action to prevent or minimize threats to life, health and the environment from natural and man-made disasters and other emergencies; (c) ensure that the county government effectively coordinates with other relevant agencies to mitigate the impacts of disasters; (d) ensure transparency and accountability in disaster management; (e) vest authority in persons to act during times of disaster in accordance with this Act; and (f) implement mechanisms to reduce risks and hazards that may cause, contribute to or exacerbate disaster situations in the county.
