The Authority has the power to make regulations (sect. 8). The Minister may declare, by Order, watersheds areas for the purposes of this Act (sect. 5). The Authority may enter into an agreement, named a Assisted Improvement Agreement, with owners of lands or any other persons for the carrying out of improvement works (sect. 10) or impose improvement schemes in the case that the owner does not cooperate (sect. 11).
