Persons that want to obtain a supply of water for domestic, building or trade purposes as defined by the Act, shall apply with the Commissioner in the form as set out in Schedule A (by-law 2). Such application may be refused or the use of water restricted by the Commissioner on the grounds outlined in by-law 3. The kind and size of connection shall be decided by the Commissioner (by-law 4). Remaining by-laws deal with connections, charges and the testing of water meters.
