The Authority may, by notice in the Gazette, declare an area in the Territory to be a sewerage district or a water district (sect. 10). The Authority may survey in those areas survey operations on private land in connection with the planning, design or construction of a sewer or a water main. Also water supply areas water extension areas, and sewered areas may be declared (sects. 12, 12A, 13 and 13A). The Minister may, in respect of the whole or a specified part of the Territory, regulate or restrict, in such manner and for such period as he specifies in the notice, the consumption of water by issuing a notice which shall be broadcast from at least one radio station serving the area affected (sect. 14). Part of the Act is dedicated to the regulation of maintenance and repair works.
