A domestic waste water treatment system or effluent discharge shall not emit, discharge, seep, leak or otherwise escape from the system into surface waters except where licensed under Section 4 of the Local Government (Water Pollution) Act 1977 or into the surface of the ground. The Regulations set other standards for such effluent systems.
