It defines powers of the Utility Regulation and Competition Office and provides with respect to licensing of providers of water supply or wastewater services by the Office. In certain circumstances of breach or failure on the part of an operator the Office may take possession of water or wastewater infrastructures. The Act also makes provision for the protection of consumers. For this purpose the Office may prescribe standards for services. Regulation-making powers are granted to the Cabinet.
