The District Water Resources Committee shall register the association and issue a certificate of registration of the consumers’ association. The Rules define the composition of Water Resources Committees which shall be established in each District for the purpose of issuing licences for the use of water resources. Further provisions include: licence fees; inquiries related to disputes arising from the utilization of water resources; and acquisition of land and compensation.
