Section 1 states the declared policy regarding water resources in Guam. Section 2 gives definitions. No person shall engage in well drilling on Guam without first obtaining a license from the Administrator of the Guam Environmental Protection Agency as provided in section 3 and no person owning land shall drill for water on that land without a permit from the Administrator (sect. 4). Sections 5 and 6 prescribe rules for well-drilling operations. Waste of water from wells is prohibited under section 7. Other provisions of this Act concern inspections of wells, prescribe offences, provide for cooperation with United States of America in the field of groundwater resources conservation and the creation of a Water Research and Development Fund.
