The Commission shall be responsible for the regulation and management of the utilisation of water resources, and for the coordination of any policy in relation to them (sect. 2). Tasks of the Commission include: (a) Proposal of comprehensive water use and conservation plans; (b) the granting of water rights; (c) coordination of activities connected with the development and utilisation of water resources; (d) advising the Government and other agencies also on water pollution control (sect. 2). Sections 3 to 11 concern internal matters of the Commission. Sections 12 to 24 provide rules for the use of water and the regulation of the use of water. They deal with matters such as unlawful use of water, the serving of enforcement notices where the use of water poses a serious threat to the environment or public health, the grant of water rights, easements, limitation and termination of water rights, and water pollution control. The remaining sections of this Act provide for financial and miscellaneous matters.
