Abstract

"The part of Hong Kong more particularly described in the Schedule is declared to be a water control zone, and is to be known as the Port Shelter Water Control Zone" (art. 2). The Director of Environmental Protection is designated to be the Authority for this Zone and shall, subject to section 4(3) of the Water Pollution Control Ordinance, exercise and perform in respect of that zone, the functions and powers and duties conferred on the Authority by the Ordinance (art. 3). Water Control Zones may, pursuant to subsection 4(1), be declared by the Governor in Council in any part of Hong Kong. Water quality objectives may be established by the Secretary for the Environment in respect of each zone.
