For the purpose of harmonization with the elements c), d) and e) of subsection 1 and subsection 2 of paragraph 2 of Article 11 and paragraphs 1, 3, 4 and 5 of Article 13 of the European Community act with the certificate; "Directive 2006/21/EC of the European Parliament and of the Council of 15 March 2006 on the management of waste from extractive industries and amending Directive 2004/35/EC". Amendments deal with mining waste facilities, and units in any of the categories listed in the Schedule 2, for one or more industrial activities and any other directly associated activities technically related to the activities carried out and which may affect the discharges and pollution. The Basic Law is amended by inserting after section 17, the following new Parts IIIA: Special Provisions for waste originated from Extractive Installations. 7A: defines several terms, such as: "waste"; "rehabilitation"; "competent" etc. In addition, deal with the competent Ministry who must authorize any activity ensuring that, during the construction of new extractive waste facility comply with taking all necessary measures, establishing a regular environmental monitoring.
