Transfer shall be carried out in accordance with the plan of transfer as set out in the Schedule attached to these Rules. The Rules further provide for transitional arrangements. The Schedule sets out in the Plan for the Transfer and Operation of Water Services the responsibilities for the public bodies as established under the new Water Act of 2002 and Water Services Boards at local level. The Plan contains principles of transfer, sets out the subject of transfer and the process of transfer, regulates the Transfer Agreement and provision of future water services by water services boards and the operation by such boards.
