They also amend Part 2 of that Schedule with respect to definitions and inserts a new Part (3) on mutual recognition of standards of EEA countries by the Scottish Environmental Protection Agency. The Regulations revoke the Water Environment (Oil Storage) (Scotland) Regulations 2006 and amend the Water Environment (River Basin Management Planning: Further Provision) (Scotland) Regulations 2013. Amendments are also made to regulation 8 (on conditions that must be imposed by SEPA on water licences) and regulation 15 (determination of application). A new paragraph is inserted in section 13 of the 2013 regulations on obligations of the Scottish Ministers in respect of freshwater and marine water pollution in relation with implementing any measure pursuant to paragraph 13(4). Binding rules concern, among other things, protection of wetlands, discharge of (agricultural) water run-off, storage and application of pesticides that are plant protection products, and construction, extension or operation of any well, borehole or other works by which water may be abstracted.
