It provides that jurisdiction over proceedings for the organization of a river basin conservancy district lies with the circuit court of the county in which more of the lands of the proposed district are situated than in any other county. The court in which the proceedings are initiated shall thereafter, for all purposes of this chapter, except as hereinafter otherwise provided, maintain and have exclusive original jurisdiction coextensive with the boundaries and limits of the district and of lands and other property within or affected by the district, without regard to the usual limits of jurisdiction of the court.
