Commissioners appointed under any Act for regulating the conservation, supply, or distribution of fresh water or entrusted by any Act with the duty of conservation, distribution or supply of fresh water, may make By-laws for any of the purposes listed in section 3. By-laws made under section 3 require approval of the Minister pursuant to section 4. Sections 5 and 6 deal with breach of By-laws. By-laws shall be publicized in accordance with section 8.
