The Fund shall be used for loans and grants to local agencies to acquire and construct agricultural water conservation projects consistent with this provisions of this Division. Eligible projects shall have one or more of the following benefits: (a) measurably reduce urban per capita potable water use; (b) measurably reduce agricultural water use; (c) increase the use or availability of recycled water supply; (d) reduce greenhouse gas emission and water and energy use.
