The Act details funding program and creates for this purpose the Water Quality, Supply, and Infrastructure Improvement Fund of 2014 and the Water Quality, Supply, and Infrastructure Improvement Finance Committee. The proceeds of bonds issued and sold pursuant to this Division shall be deposited in the Fund. Also a Drinking Water Capital Reserve Fund is created in the State Treasury. Moneys shall be available for deposit in the State Water Pollution Control Revolving Fund Small Community Grant Fund. The Act specifies a wide variety of funding objectives including protection of groundwater resources, freshwater pollution, improvement of watersheds, ecosystems and fisheries, protection of habitats.
