It deals with powers of the State Water Resources Control Board for the purpose of this Division; witnesses and production of evidence in any inquiry, investigation, hearing, ascertainment, or other proceeding ordered or undertaken by the board pursuant to the code; reconsideration, amendment, and judicial review of water right decisions and orders. The Board for the purpose of this Division may: (a) Investigate all streams, stream systems, portions of stream systems, lakes, or other bodies of water. (b) Take testimony in regard to the rights to water or the use of water thereon or therein.
