Section 25 of the principal Act is repealed and substituted with provisions which state that the Authority shall fix charges for any service performed on the basis of the rate of return calculated in accordance with the Second Schedule. The Authority must now also submit any proposals for changes in rates to the Certification Committee (established under the Electricity Act of 1994) who shall examine whether there is compliance with the formulae contained in the Second Schedule. The Authority shall give effect to the recommendations of the Committee. Charges shall be reviewed annually by the Review Board (also established under the Electricity Act of 1994). The new Second Schedule contains the formula to be used in the computation of the rate of return and increases in water charges.
