The Authority shall consist of 9 Water Commissioners. When any area of the country is declared an area of water supply or a sewerage disposal area, there shall vest in the Authority all land and property rights and obligations vested in or deemed to be vested in municipal or other public body including the Government in respect of supply of water in the area or the disposal of sewerage (subsect. 11[1]). The Authority may make regulations in respect of matters listed in section 30. Powers of the Authority with regard to private property are outlined in section 33. The Authority may in any area of water supply, by Order published in the Official Gazette, authorize any person to supply to any other person in the area defined (sect. 34). The Authority may grant licences for the abstraction of water for the purposes of any industry (sect. 35). The Authority may require local authorities and water purveyors to carry out surveys and to formulate proposals for the meeting of water supply requirements (sect. 36). The Authority may enter into agreements for the purpose of drainage of land (sect. 38). The Authority may, by Order published in the Gazette, prohibit or restrict temporarily the use of hosepipes (sect. 39). The Authority may make by-laws for preventing waste, misuse or contamination of water (sect. 40) or for the preventing of pollution of water (sect. 41). The Authority may construct waterworks on land belonging to it (sect. 42). The Minister may, on application of the Authority, by Order, provide for compulsory acquisition by the Authority of water rights (sect. 45).
