For the purpose of the Regulations “product management programme” means a programme for the collection and recycling of waste paint. Section 4 establishes that every first seller must: a) operate a product management programme approved by the Minister; or b) enter into an agreement with a person to operate, on the first seller’s behalf, a product management programme approved by the Minister.
