Abstract

This Strategy, as in accordance with provisions of the Serbian Law on waste management, determines the long-term strategic planning document of the Republic of Serbia in the field of waste management for the period form 2010 until 2019, including related issues of environmental protection which implies improving of the quality of life of population by ensuring the desired environmental conditions and by nature protection based on sustainable environmental management. Key steps include strengthening existing and developing new measures to establish an integrated waste management system, further integrating environmental policy into other sectoral policies, accepting greater individual responsibility for the environment and more active public participation in decision-making processes are all objects of this text. The Waste Management Strategy is a basic document that provides conditions for rational and sustainable waste management at the level of the Republic of Serbia. The strategy must be supported by a number of implementation plans for the management of special waste streams (biodegradable, packaging and others). The identification of economic instruments and financial mechanisms is necessary to ensure a system for domestic and foreign investment in long-term sustainable activities. Also, this Strategy considers the needs for institutional strengthening, development of legislation, implementation of regulations at all levels, education and development of public awareness. Waste management strategy: determines the basic orientation of waste management for the next period, in accordance with the European Union policy in this area and the strategic commitments of the Republic of Serbia; directs the activities of harmonization of legislation in the process of approximation to EU legislation; identifies responsibilities for waste and the importance and role of ownership of capital; sets waste management goals for the short and long term; determines measures and activities for achievement of designated goals.
