Facilities already regulated under other environmental legislation, such as licensed facilities under the Waste Management Acts, are excluded. Sewage sludge facilities shall be registered, upon compulsory application by operators, by local authorities pursuant to these Regulations in the register established and maintained by them pursuant to section 19 of the Waste Management Act, 1996. The Regulations define duties of operators of registered facilities and provide for inspection of such facilities by local authorities and the Environmental Protection Agency.
