Regulation 3 delimits the application sphere of the Regulations. A person intending to transport wastes or operate a waste disposal site or plant shall apply for a license to the Environmental Inspectorate in forms as set out in the First Schedule. The Inspectorate shall issue a license if conditions set out in regulation 5 are fulfilled.
