Abstract The present Regulations enact the Environmental Management and Protection Act, 2002. For the purpose of the Regulations “product management programme” means a programme for the collection and recycling of waste electronic equipment. Section 4 establishes that 4(1) Every first seller must: a) operate a product management program approved by the minister; or b) enter into an agreement with a person to operate, on the first seller’s behalf, a product management programme approved by the Minister.
