Veterinary and sanitary requirements No. 13-8-01/3-4 regarding import to the Russian Federation of animal feed and food additives of animal origin, including those produced from poultry and fish.

Abstract

Animal feed and feed additives are admitted to the territory of the Russian Federation on condition that they have been processed at the factories authorized for export delivery of goods by the central state veterinary institution of the exporting country that exercises permanent supervision over their activity. The products must derive from fresh animal and poultry stuff that comes from infectious animal (poultry) disease free farms and administrative territories. Beef, mutton, subproducts, meat and osseous meal or other raw stuff must not come from BSE infected countries in accordance with the requirements of International Veterinary Code. Raw stuff must derive from animals that have not been fed by feedstuffs with the use of genetically modified sources. Raw stuff must be of slaughtering origin and must pass after-slaughtering veterinary and sanitary expertise carried out by the state veterinary institution of the exporting country. Package and packing material must be disposable. The compliance with the requirements established by the present Regulation must be confirmed by the following certificates: 1) Veterinary certificate signed by state veterinary inspector of the exporting country that certifies the absence on the given territory (country, state, province, etc.) of the specified infectious diseases. 2) Quality certificate issued by the authorized control institution (inspection, laboratory, etc.) that certifies that the contents of heavy metals, mycotoxins, pesticides and summary beta activity don't exceed the fixed level. Both the certificates must be composed in the language of the country of origin and in Russian. Delivery of lots is carried out after examination of samples carried out by the Pan-Russian scientific research institute of control, standardization and certification of veterinary preparation and issuing of registration certificate. Dispatch of animal feed and feed additives to the Russian Federation is possible only after the authorization issued to the importer by Veterinary Department of the Ministry of Agriculture and Food.
