An ALC is an electronic system that transmits such information relating to the position and activities of the vessel concerned as the Permanent Secretary may determine, so that such information can be received at the Fisheries Monitoring Centre (to be established by the Minister under these Regulations. An ALC must comply with such technical requirements as the Permanent Secretary may determine.
