Abstract

Vanuatu Strategic Tourism Action Plan is a national policy with a cross-sectoral approach. The timeframe of the Action Plan is 5 years between 2014 and 2018. Owing to the fact that tourism is the main driver for economic development in Vanuatu, the overall purpose of this Action Plan is to facilitate the further development of this sector by the Government and partners to improve the competitiveness of Vanuatu as a tourist destination and also improve the distribution of benefits to the different community groups throughout the islands in Vanuatu. To this end, the goals of this Action Plan are: (I) to strengthen the role of the Vanuatu Tourism Office and the Department of Tourism; (II) to increase the value of Vanuatu tourism expenditure by air visitors; (III) to develop tourism sector through the improvement of key infrastructure and transport services; (IV) to attract investments for the tourism sector; (V) to provide a diverse range of quality tourism experiences for the competitiveness of Vanuatu as a tourist destination; and (VI) to improve access to quality education and training opportunities with a pathway to high level qualifications. In order to make contribution to the economic growth and create employment opportunities for local communities, economic linkages will be strengthened between the tourism sector and the local economy. Quality market-focused products will be developed to reflect and build on Vanuatu’s natural and cultural features, taking into account the economic, social and environmental impacts. To this end, minimum standards for all tourism products and a risk management and certification programme will be developed for high risk activities. A Steering Committee and Project Management Unit will be established within the Ministry of Tourism to be responsible for the implementation of the Vanuatu Strategic Tourism Action Plan.
