Abstract These Rules regulate the water users' association to play their role as effective instruments of participatory irrigation management. The main objective of water users' association is to bring about water users' participation in water management and also to create among the water users' a sense of ownership of irrigation system in their area. More specifically, a water users' association shall: promote and secure equitable, efficient and timely water distribution; motivate water users for adopting practices of scientific and economic use of water; encourage conjunctive use of surface and ground water; encourage intensified and diversified agricultural production system; and protect environment and ecology.
