It also provides for the licensing of utility providers. The objective of the Authority is to regulate the development and provision of public utility services as prescribed. “Public utility services” means — (a) the generation, distribution or supply of electricity; (b) the collection, storage, treatment and distribution of water; and (c) the disposal of waste water.
