The Tribunal shall be an ad hoc tribunal and shall exercise its functions, when required, by panels constituted in accordance with this Act. The Tribunal shall have exclusive jurisdiction to hear and determine all appeals, matters and disputes referred to it and shall have such original, appellate and supervisory jurisdiction as may be conferred upon it by any law relating to a sector regulated by the Utilities Regulation and Competition Authority or by any other law. The Tribunal may also act as arbitrator under the terms of any agreement which provides for referring any matter in relation to a regulated sector to arbitration by the Tribunal.
