As with lubricating oil products, the Regulations require Saskatchewan first sellers (first importers) to operate an antifreeze, antifreeze container, Diesel Exhaust Fluid (DEF) container and diesel fuel filter Product Management Programme or contract the Saskatechewan Association for Resource Recovery Corp. (SARRC) to do so on their behalf. In particular, section 3 establishes that no first seller shall sell, distribute or offer for sale, either directly or indirectly, oil, oil filters, diesel exhaust fluid, diesel fuel filters or antifreeze in Saskatchewan unless: a) the first seller operates a product management programme approved by the minister; or b) the first seller enters into an agreement with a person who operates on the first seller’s behalf a product management programme approved by the minister.
