Abstract This Regulation concerns the collection and disposal of used oils, i.e. “oil that, through use, storage or handling can no longer be used for its original purpose”. The internal trade of oil and oil filters is regulated in compliance with the Environmental Management and Protection Act. Under section 3, first sellers of oil and oil filters operate a product management program that has to be approved by the minister of Environment. Sections 5 to 7 are dedicated to the procedure for approval. Sections 8 to 15 set the requirements for product management programs, including level of service, alternatives to permanent collection depots and requirements for all return sites. Reporting provisions are also established in details in sections 16 to 18. The Regulation is completed by an Appendix divided into two parts: Part I contains the form for application for approval to operate or amend a product management program and Part II contains two tables, one of permanent collection depot zones and one of alternative return option zones.
